The Santa Paula Geologic Hazard Abatement District (GHAD) currently includes the Ridgeview at Vista Glen development in Santa Paula, California. Ridgeview at Vista Glen is located at the north terminus of 10th Street, immediately north of the existing Santa Paula Hospital.

The Santa Paula GHAD was formed in 2008 to serve residents within the Ridgeview at Vista Glen development. The Board of Directors for the Santa Paula GHAD are the members of the Santa Paula City Council. In 2018, the Santa Paula Board of Directors formed an Assessment Committee that includes two members of the Santa Paula GHAD Board of Directors, representatives of the Ridgeview Homeowners’ Association, and GHAD staff, including the GHAD manager.

The Santa Paula GHAD is responsible for prevention, mitigation, abatement, and control of geologic hazards within the GHAD boundaries including mitigating or abating landslides and erosion hazards that could directly affect properties within the GHAD boundaries. In addition, the Santa Paula GHAD has significant responsibilities for managing water quality facilities, including inspection and maintenance of CDS water quality treatment unit and underground detention system. The Santa Paula GHAD is the also owner of 2.35 acre Parcel “C” within the Ridgeview at Vista Glen development. As the land owner of Parcel “C”, the GHAD assumes responsibility for vegetation management for fire suppression.

As listed in the Plan of Control, the guidance document for the Santa Paula GHAD, site improvements for which the Santa Paula GHAD provides monitoring and maintenance are provided below:

  • Inspection and maintenance of CDS water quality unit and underground detention system
    • Inspection and maintenance of concrete-lined drainage ditches
    • Subdrains
    • Storm drain inlets, outfalls and pipelines within open space area
    • Slopes
    • Vegetation control on Parcel “C”
    • Maintenance of retaining walls and GEOBRUGG screen walls
    • Splash walls

The Santa Paula GHAD is financed through the collection of supplemental tax assessments from homeowners within the GHAD. Revenue is typically split between an ongoing operations/maintenance and the accumulation of a reserve for less frequent major repair items. The 2008 Engineer’s Report serves as the basis for the annual operating budget. Each year, an annual assessment and budget is considered and adopted by the Santa Paula GHAD Board of Directors.
